The United Kingdom and France to Deploy Military Personnel to Ukraine in the event that a Peace Deal is Agreed

The UK and France have signed a memorandum of understanding concerning the deployment of troops in Ukraine should a peace deal be struck with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

After negotiations with Kyiv's partners in Paris, he noted that the two nations would "create operational bases throughout Ukraine and construct protected facilities for arms and military equipment" to deter any potential invasion.

The partner countries also put forward that the America would play the primary role in monitoring a halt in hostilities.

Russia has consistently stated that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not responded on this recent development.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Russia at this time occupies approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to support Ukraine for the foreseeable future," commented the UK Prime Minister.

Top officials and senior officials from the "Coalition of the Willing" were involved in the recent discussions.

He stated at a combined announcement, the Prime Minister further said: "It creates the pathway for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's airspace and waters, and restoring Ukraine's military for the years ahead."

The British leader went on to say that London would be involved in any US-led confirmation of a possible cessation of hostilities.

Defense Assurances and Negotiation Stances

Top US negotiator Steve Witkoff stated that "durable safety pledges and substantial economic promises are essential to a lasting peace" in Ukraine – alluding to a major demand made by Ukraine.

He noted the allies had "largely finished" their work on establishing such pledges "to ensure the people of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, ex-President Donald Trump's advisor, also was involved in the discussions.

Separately, French President Emmanuel Macron said that Ukraine's allies had made "significant headway" at the talks.

He added that "robust" safety pledges for Kyiv had been reached in the event of a prospective ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "huge advance" had been made in the talks, but cautioned that he would only deem efforts to be "adequate" if they resulted in the end of the conflict.

Recently, the Ukrainian leader said a peace agreement was "largely prepared". Finalizing the remaining 10% would "decide the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the center of ongoing disputes for diplomats.
  • The Russian President has often said that Ukraine's forces must retreat from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to end the war.
  • Zelensky has thus far excluded surrendering any land, but has suggested that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Russia presently occupies approximately 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The pair of oblasts form the area of Donbas.

The original US-led multi-point framework that was circulated to the media last year was viewed by Ukraine and its EU supporters as being heavily skewed in Moscow's favor.
